Srinagar (KMS): The Human Rights Commission of occupied Kashmir has called for a magisterial inquiry into the killing of an innocent civilian who was killed by Indian troops in Ganderbal in 1994.
The Commission had sought a report from the police after receiving a complaint that the body of one Mushtaq Ahmad Lone son of Abdul Rahim Lone had been handed over to his relatives on September 9, 1994 by the police after he was abducted by the troops from Batwina area of Ganderbal.
The complainant, deceased’s father, had refuted the version of the then Inspector General Police Kashmir’s report to the Commission on February 25, 2003, that Mushtaq was a militant, who had been killed during an encounter with the Army on September 8, 1994 at Batwina. The case was reinvestigated by the Director General Police Kashmir under the directions of the Commission and the investigations revealed that the deceased was not a militant.
“The reinvestigation of the case has established that the deceased Mushtaq Ahmad Lone was not a militant but an innocent person,” member of the Commission, Abdul Rashid Khan said in his judgement, recommending a magisterial inquiry into the incident.
