New Delhi: Asian Centre for Human Rights (ACHR) in a press statement condemned the attacks on the 13331 Dhanbad-Patna Intercity Express, a passenger train, today afternoon near Jamui, Bihar as an act of terrorism. At least three people were reportedly killed while several others were injured. indian politics and naxalism

 “The attack on the civilian passenger train is an act of terrorism as provided under Article 4(2)(d) of the Additional Protocol II to the Geneva Conventions Relating to the Protection of Victims of Non-International Armed Conflicts. Under no circumstances, civilians can be made military target and the Maoists leaders must bear the responsibility for the blatant and willful violation of international humanitarian laws through attacks on the civilians irrespective of whether the Communist Party of India (Maoists) has ratified  the Additional Protocol II to the Geneva Conventions or not.”- stated Mr Suhas Chakma, Director of Asian Centre for Human Rights.

“The Government has the duty to protect the civilians and bring the perpetrators to justice.”- further stated Mr Chakma.
