Demand for SCSP/TSP Legislation on Ambedkar Jayanti

The National Coalition on SCSP and TSP Legislation has initiated a campaign demanding legislation for SCSP/TSP on the eve of Ambedkar Jayanti.

The coalition said it is focusing on disseminating and bringing awareness about its campaign on the demand to legislate Scheduled Castes Sub Plan (SCSP) and Tribal Sub Plan (TSP).

Insufficient fund allocations for SCs and STs will hinder the much-needed development of these backward sections of the society.

In the current fiscal, the government has allocated Rs. 41,561 crore and Rs. 24,598 crore under the SCSP and TSP, respectively. The coalition expressed that there should be due allocation of at least 16.2% for SCSP and 8.2% for TSP of total Plan.

“Crores of funds every year are denied in allocation, or are diverted and unspent from the SCP and TSP. We want to put an end to this and are demanding a legislation as well as implementation of the current policy in the mean time,” the coalition noted.

The movement demands for setting up of an authority for SCSP and TSP with required powers to execute SCSP and TSP at both national and state levels, and it should also have dedicated institutional setup at the Central and State-level.

“We are hopeful of a positive and decisive action by the UPA II Government on these demands,” noted N. Paul Divakar, Convener of The National Coalition on SCSP and TSP Legislation.
