NHRC Asks Report from Central Zoo Authority in Maqsood-Tiger Case

On the appeal of Ravi Nitesh of Mission Bhartiyam in the infamous case of Maqsood, where the man was killed by a tiger after getting trapped inside the enclosure, NHRC (National Human Rights Commission) took cognizance of the matter and with the another appeal filed by Naresh Kadian , registered cases 6884/30/0/2014 and 7365/30/3/2014 and issued notice to Chairman, Central Zoo Authority of India, Room No.25-29, Middle Wing, Hotel Janpath, Janpath, New Delhi-110001, Director, National Zoological Park, Mathura Road, New Delhi-110003 and Commissioner of Police, Delhi calling for action taken report within 04 weeks.

The incident happened in Delhi Zoo on Tuesday dated 23.09.2014, where a 20 year old boy named Maqsood, a resident of Anand Parbat of Central Delhi got killed by a White tiger in Zoo, after getting trapped in the moat of white tiger’s enclosure.

The complainant in his appeal told that though the reasons for this incident still unknown if the boy jumped or fell down but whatever the reason may be, it is clear with the incident that emergency response system was not in place, protection was not provided with boundary in such a manner that even any person must not be able to jump inside, and it was also told that on site, boundary was not so high from the side of visitors and high grills were not provided that in turn resulted in this incident.

Mission Bhartiyam in its appeal told that ‘We are concerned over the safety loopholes in this case where it is clear that any such case may happen in future as well and it was a clear case of carelessness that neither a permanent security guard was standing at such boundaries of animals like tiger, elephant etc. (who are very much capable to harm to human that can cause death), nor safety grills were provided adequately. It is a matter of human rights where Zoo administration is failed in protection of human life through proper safety arrangements and instead only acting as a revenue earning body through showcasing of animals without considering the prime fact that an adequate and safe separation should be there in place.

It also demanded that government must take action to do the safety audit of Zoo of not only Delhi but also of all Zoo of India. All Zoo must have a safety guidelines and standard code of practice in line of their operation and these systems must be monitored in view of the safety of life.
